ZingChart: Set minimum value, maximum value and step for Scale Y

You can set the scaleY axis values using the value object inside the scaleY object.

The scaleY value object can be set as such:

value:'min,max,step'

Change min to set scaleY's minimum value.
Change max to set scaleY's maximum value.
Change step to set how the step of scaleY or how much the scaleY value increases per tick.
